BIA Legislator Ratings for 2026

Every year the statewide chamber of commerce, the Business and Industry Association (BIA) produces a scorecard on how legislators vote on BIA priorities. Votes include roll calls and electronic votes that do not identify how an individual votes but does an overall count of Yea’s and Nay’s.

This year the BIA prioritized eight issues that received a roll call vote and I am proud to say that I achieved an eighty-six out of 100 rating by the BIA. I was excused for one of these votes.

Votes recorded by the BIA:

Taxation: HB 1002: Repealing solar energy systems tax exemption. I supported the BIA’s position on tabling of this bill.

Prior BIA Accomplishments: HB 1196: Repealing the state Housing Champion designation and grant program. I supported the BIA’s position opposing this bill.

Liability: HB 1464: Relative to discrimination, harassment and violence based on political affiliation or opinion. I supported the BIA’s position opposing this bill.

Labor: HB 1484: Establishing a state minimum wage and providing for incremental increases. I supported the BIA’s position in supporting this bill.

Housing: HB 1588: Relative to the regulation of accessory parking or vehicles by local legislative bodies and multifamily housing with commercial districts by municipalities. I did not support the BIA’s position because it reduced local control.

Solid Waste: HB 1602: Creating a safe battery recycling stewardship program. I supported the BIA’s position in supporting this bill.

Energy: SB 449: Relative to the participation of large customer-generators in net metering and relative to energy storage in connection with net metering. I was excused from this vote. The House killed this bill, against the recommendation of the BIA.

Infrastructure Funding: SB 627: Relative to toll rate adjustments and periodic inflation-based toll reviews for the New Hampshire turnpike system to support the 2027-2036 10-year transportation plan. I supported the BIA’s position on this bill by voting against an interim study.
